Lebanese Chief Condemns Killings BEIRUT, Lebanon (AP) President Suleiman Franjieh Lebanon condemned the Tel Aviv airport massacre and pledged Friday to curb Beirut-based propaganda from guerrilla group charged with hiring the killers, His countrymen fearful of reprisal, Franjieh said Lebanon already has done its utmost to rein in the Popular Front for the Liberation of Palestine but now is taking "new steps to prevent Lebanon from being regarded as the source of its propaganda." The surviving member of three-man Japanese killer squad that opened fire at Lod Airport Tuesday reportedly has told police he and his dead accomplices were hired the Popular Front and People Stand in Long Line to File Past Duke of Windsor's Casket Britain Mourns Former King WINDSOR, England (AP) The Duke of Windsor lay in state near the tombs of ancestors Friday, Buckingham Palace welcomed in his duch*ess and Lord Mountbatten, his cousin, praised him. The divorced American socialite for whom the duke gave up the British throne 36 years ago arrived from Paris where the former King Edward VIII died on Sunday. She was driven to a palace suite to stay as a royal guest until after Monday's funeral. She had visited the palace before in her years as the duch*ess but not as an official guest.

The duch*ess looked pale and drawn as she was met at the airport by Mountbatten, a lifelong friend of the couple, although he disagreed with Windsor's decision to abdicate. Later Mountbatten, elder statesman of the royal family, paid tribute to the duke in a special TV program over the British Broadcasting Corp. "When I married 50 years ago he was my best man," trained in a guerrilla base 15 miles from Beirut. But Lebanon's premier, Saeb Salam, told a news conference none of the Japanese killers had "ever set foot on Lebanese soil." He disputed Israeli charges that Lebanon bears responsibility for the massacre." "How can Lebanon be blamed when the attack was staged by foreigners who went to Israel on a foreign plane from a foreign capital?" added Franjieh in a statement issued later. The three Japanese gunners arrived at Tel Aviv from Rome on an Air France flight originating in Paris.

Their savage attack killed 24 persons and wounded about 70. Two of the three-man mission also died in the fighting. alad: TAIL AP Photo ganization. "This is like U.S. Republicans being elected to the Central Committee of the Communist party of the Soviet Union," declared a happy official of the opposition Christian Democratic party, whose candidates were averaging more than 25 per cent of the vote in the returns.

The election began on Monday and was due to end at midday on Saturday. The Christian Democrats, the largest opposition group in Chile, had estimated their candidates for president and the governing board would perhaps receive 12 per cent. A 15 per cent return would have been considered a major victory. The upsurge of the antiMarxist opposition in a labor organization that has been a bastion of the Communists and a lesser degree the proMarxist Socialists coincided with attempts by President Salvador Allende's leftist coalition to patch up internal dissension. Allende and coalition leaders have been meeting in secret all week to find a solution to Chile's economic troubles and the growing opposition.

Mountbatten said. "'He was more than my best man, he was my best friend all my St. life." Mountbatten continued: "Then in the early 1930s he met an attractive American woman, Wallis Simpson, and this changed the course of his life, indeed it changed the course of history. "They were very much in love with each other, there can be no doubt of that. I remember the dreadful day of the abdication, when his brothers and myself were alone with him trying to dissuade him.

I was bitterly opposed to the abdication then and have always been; he knows it but it made no difference to our friendship. "What a great debt the people of this country, and indeed the whole Commonwealth, owe him for all he did for us when he was Prince of Wales. Nobody who knew him then can ever forget him. We shall miss him. But nobody more than myself." At Windsor, thousands filed past the former king's flagdraped catafalque as it lay in St.

George's Chapel within the walls of Windsor Castle. It was from Windsor that the duke made his historic 1936 broadcast after 10 months as monarch renouncing his throne "for the woman I love." Outside on the castle lawns crowds picknicked and children played as on any summer's day in this ancient heartland of English history and the tourist trade. Throughout the day, lines stretched around the castle walls. There was a five-hour wait to get into the chapel.
